Between the time of WC3 and SC2, everything moved to online/DRM, so there no longer is a local campaign file, rather each map individually needs to be uploaded (and there are limits per account).

Re: campaigns, WC3 had quite a simple system of bundling maps with an offline Custom Campaign menu that is extremely user-friendly. The Arcade itself had many interface QOL issues at launch that have since been fixed, but not until after the LotV launch, so I think the window was majorly missed to retain the BW UMS crowd and they've since moved on. Articles like this that give more external exposure are likely the best. More launcher exposure could help, but it's hard to say. Basically, these types of game modes will not grow in the same ways they did in their golden age. There was much less competition such that, when you found a game you really liked, you played it a lot longer and explored all these custom maps rather than moving on.
